Prime Minister Najib Mikati announced that the financial recovery plan that his government formulated does not entail the creation of a sovereign fund that would invest state assets and repay bank losses. State property belongs to all people, Mikati said, and cannot thus be invested to pay the deposits of a narrow portion of depositors. Mikati left a loophole, however, suggesting other ideas that are closely similar to the sovereign fund. These ideas relate to f linking big money to companies established by the banks, such as special purpose vehicles and asset management companies. State revenues would contribute to financing such companies in order to pay off part of the deposits on the long run. Mikati’s idea is not part of the official plan that was agreed upon with the IMF.
