Qassem presented this as part of a public proposal aimed at confronting the Israeli enemy and uniting Arab nations against it. In a calmer-than-usual tone, Qassem addressed them, urging them not to provide any assistance to Israel, either knowingly or unknowingly. He then called on political parties and the state in general to hold parliamentary elections on schedule, pursue reforms and engage in constructive dialogue on a national security strategy instead of stirring up strife, in reference to the plan to place weapons under state control.
