Parliament Speaker Nabih Berri deliberately insulted Finance Minister Youssef Khalil by interrupting his speech during the parliament session to discuss the budget last Friday. Khalil submitted to Berri’s will without any objection –– the minister was appointed as part of an agreement between Berri and Central Bank Governor Riad Salameh.
