Russian President Vladimir Putin signed a decree on partial military mobilization of Russian forces. The decision comes into effect today, as reserve forces and those with previous military experience and expertise are summoned to fight. The decision is an attempt to regain strength after Ukrainian forces liberated some of the country’s eastern and southern areas, forcing the retreat of Russian military forces. In a televised speech to the Russians today, Putin reiterated his support for the referendums organized by local authorities in the Donbas, Zaporizhzhya and Donetsk regions.
