https://video.megaphone.news/videos/watch/831fcba4-10a2-40a5-a7e7-3e433fcf33b2 تظاهر عدد من سائقي الأجرة (النمرة الحمراء) في منطقة الكولا في بيروت، أمس الجمعة، للاحتجاج على تطبيق «بولت» الذي يَصل المستخدمين بسائقين قريبين منهم، من دون أن يكون هؤلاء- بالضرورة- من أصحاب النُمَر الحمراء. طالب سائقو الأجرة الدولةَ بحلّ التطبيق، بذريعة أنّه غير شرعيّ ويهدّد سلامة المستخدمين، كَون القيود المطلوبة للانضمام إليه شبه معدومة. أمّا لجهة «بولت»، فهو يؤمّن «أسرع وأرخص طريقة للتنقل»، غير أنّه يدخل في خانة العمالة غير النظاميّة التي لا تستفيد الدولةُ منها، كَون سائقوه غير مسجّلين في الضمان الاجتماعي ولا يدفعون ضريبةً على عملهم، على عكس سائقي النمر الحمراء. وإذ تفرض التطبيقات الجديدة منافسةً على المواصلات التقليدية الخاصّة، يبقى الطرفان خارج فلك النقل العام المشترك الذي لا تزال الدولة تتقاعس عن مسؤوليّاتها تجاه تنظيمه وتطوير البنى التحتيّة بما يناسبه. Service taxi drivers gathered in Cola, Beirut, on Friday, to protest against Bolt, the app that connects users to drivers near them, for not requiring all of its drivers to have red license plates. Service taxi drivers called for banning the app in Lebanon, claiming that it’s illegal and threatens the safety of users, since there are almost no restrictions for drivers to join it. Bolt, whose slogan is “the fast, affordable way to drive,” falls into the category of informal employment, meaning it’s not subjected to the state’s labour laws: its drivers are not registered with Social Security and do not pay taxes, unlike service taxi, or “red license plate,” drivers. Bolt’s new rules impose competition on traditional private transportation, but both parties still do not constitute public and common transport, a sector which the state has long neglected, as it failed to fulfill its duties in organizing and developing its infrastructure.
