https://video.megaphone.news/videos/watch/b4f0dc65-e38c-4bb7-885a-f85ee660e443 أُقرَّت موازنة عام 2022 خلسةً من دون علم وزراء الثنائي الشيعي ببنودها ومن دون مناقشتها، فيما كانوا يستوضحون عن «شيءٍ حصل من خارج التوقّع»، بحسب ما أفاد وزير العمل مصطفى بيرم، في مقابلةٍ أجراها أمس الجمعة. وقد اتّهم الثنائي رئيس الحكومة نجيب ميقاتي أنّه هرّب الموازنة وأقرّها بنفسه، تزامناً مع مناوشاتٍ دارت بين الوزراء لدى طرح بند التعيينات العسكرية التي لم تلحظ أي «حصّة شيعيّة». وكان وزراء الثنائي الشيعي قد عاودوا أنشطتهم الحكومية بعد مقاطعةٍ دامت ثلاثة أشهر لإقرار الموازنة على وجه الخصوص، فيما كانوا يستغلّون ورقة المقاطعة لإزاحة القاضي طارق بيطار فقط لا غير. تجدر الإشارة إلى أنّ إسقاط الموازنة لا يزال ممكناً، من باب الاعتراض الفعلي عليها عند وصولها إلى لجنة المال والموازنة أوّلاً، حيث يملك الثنائي الشيعي وحليفه البرتقالي أكثريّة من 10 على 18 نائباً، وثانياً عند وصولها إلى المجلس النيابي. Labor Minister Mustafa Bayram claimed in an interview on Friday that the 2022 budget was secretly approved without the Shiite Duo’s ministers going over its terms or discussing them, while they were busy looking into “something unexpected that occurred,” as he put it. The duo accused Prime Minister Najib Mikati of smuggling out the budget and approving it himself, as the ministers were clashing over the military appointment clause, which did not account for a “Shiite share.” The Shiite Duo’s ministers had blocked cabinet meetings for three months in an attempt to get rid of Judge Tarek Bitar, but they decided to resume their governmental work specifically to approve the budget. The budget can still be overturned, in Parliament’s finance and budget committee, where 10 out of 18 MPs are with the Shiite Duo or the FPM, or in Parliament’s general assembly.
