That's all there was to it, according to former Minister Ali Hassan Khalil, who signed the correspondence issued in 2016. The letter explicitly warned of "the extreme danger posed by keeping these materials in storage," and proposed selling the ammonium nitrate shipment to the Lebanese Explosives Company.
