Ghajar announced that the agreement stipulates that Lebanon will import 1 million tons of heavy fuel –– a third of Lebanon’s annual need for electricity production –– for Electricité du Liban, at approximately $300 million. However, there are many questions concerning the details of the agreement, especially in terms of how Lebanon will pay for the oil, and the unsuitability of Iraqi oil for Lebanon’s electricity production. Ghajar’s attempt to answer these questions only made the details more mysterious. He stated that the price of the fuel would be recorded in a Central Bank account, which the Iraqi government would use to purchase services inside Lebanon. As for replacing Iraqi oil with suitable fuel, it will be done through periodic bids.
