https://video.megaphone.news/videos/watch/e330db7e-4d1f-4fc6-ba12-c990ddb4da74 الدواء من أساسيات الحياة، وتوفره بسعر مقبول من أبسط حقوق الناس. هذه القاعدة البسيطة والمبدئية خرقها «كارتيل الدواء» من خلال سيطرته على سوق الأدوية، ما خوّله التحكّم بأسعار الأدوية ونوعيتها ووفرتها. فتحوّلت، مع الأزمة، الأدوية إلى كماليات، متاحة لقلة، وفق سياسات الشركات ومصالحها. الاحتكارات والوكالات الحصرية من أسس النظام الاقتصادي اللبناني، وشكّلت على مدار عقود الدافع الأساسي لتحويل الاقتصاد اللبناني إلى اقتصاد قائم على الاستيراد، وبالتالي، اقتصاد مدمن على العملات الصعبة. وفّرت هذه البنية أحد شروط الأزمة الراهنة، وبالتالي بات مطلب كسر الاحتكارات مدخلًا أساسيًا للخروج منها، كما يحاجج ملف «التجارة بصحة الناس: كارتيل الدواء والهيمنة على القطاع الصحّي». لكنّ ميزة «كارتيل الدواء» هو أنّه لا يتحكّم بالاقتصاد فحسب، بل بصحّة الناس وحياتهم أيضاً. فهو لا يسيطر على الأسعار فحسب، بل يفاوض أيضاً السلطة السياسية من خلال التلاعب بوجود الدواء، مع عواقب كارثية. من هنا، فإنّ تفكيك الكارتيل بات مطلبًا أساسيًا لتوجيه الاقتصاد وإعادة بعض مفاهيم العدالة إليه. Medicine is one of the basics of life, and its availability at an affordable price is among our most basic rights. The medicine cartel broke this simple and basic rule with its monopoly over the drug market, by controlling drugs’ prices, quality and availability. Drugs became a luxury as a result of the ongoing crisis, affordable only to a minority, as per these companies’ policies and interests. The Lebanese economic system is founded on monopolies and exclusive agencies, which, through the years, helped turn it into an import-based economy –– one that is dependent on hard currencies. This structure allowed for the current crisis, so the demand to break these monopolies is a key first step to overcome it, as the dossier “Commodifying health: The medicine cartel dominates the sector” argues. However, the medicine cartel does not only control the economy, but people’s health and livelihoods as well. In addition to controlling prices, it negotiates with political authorities by cutting off medicine from the market, with disastrous consequences.
