https://video.megaphone.news/videos/watch/e49a7037-6bab-4aea-ae5a-963cb23811c4 مراكز اقتراع غير مجهزّة بمصاعد أو بمنحدراتٍ خشبية، صناديق اقتراع على طاولاتٍ مرتفعة، عوازل انتخابية على منصاتٍ عالية، ضغوط من رؤساء الأقلام على المعوّقين أو المسنّين بالإسراع في التصويت، وفرض التصويت على المعوّقين من أمام العوازل، أو من قبل شخص آخر: هذه بعض الممارسات التي وثّقها الاتحاد اللبناني للمعوّقين حركيًا في كافة الدوائر اللبنانية حتى الساعة. لا تعرّض هذه المخالفات المعوّقين والمسنّين للمخاطر والإذلال فحسب، بل تخالف أيضًا المادة 96 من قانون الإنتخاب، الذي يفرض على وزارة الداخلية تسهيل الإجراءات التي تسمح للأشخاص من ذوي الاحتياجات الخاصة الاقتراع من دون عقبات. ورغم أن الوزارة كانت قد أصدرت مرسومًا تحدّد فيه الشروط لتكون المراكز مهيّأة لوصول المقترعين، لم تلتزم بتطبيقه في معظم المراكز، بحسب ما أفاد الإتحاد اللبناني للمعوقين حركيًا لميغافون. وتقول رئيسة الاتحاد سيلفانا اللقّيس: الإذلال والانتهاكات لحقوق الكبار بالسنّ هو من أكثر الممارسات الفادحة، والمرتكبون هم الأحزاب… نرى الممارسات هذه منذ سنوات، فمن يحاسبهم؟ في المقابل، تستغلّ الأحزاب - بالتواطؤ مع بعض رؤساء الأقلام - المادة 96 التي تسمح للمقترعين من ذوي الإحتياجات الخاصة اختيار ناخب لمرافقتهم خلف العازل، وتخالف سريّة الانتخاب من خلال مرافقة ناخبين لا يحتاجون للمساعدة، بهدف الضغط عليهم. Polling stations unequipped with elevators or wooden ramps, ballot boxes on high tables, voting booths on raised platforms, heads of polling stations pressuring the disabled and the elderly to hurry up while casting their vote, forcing the disabled to vote out in the open and not behind the booth or have their vote cast by someone else… These are just some of the violations documented by the Lebanese Physically Handicapped Union across all districts in Lebanon so far. Not only do these breaches humiliate and potentially endanger the elderly and the disabled, they also violate Article 96 of the Electoral Law which requires the Interior Ministry to facilitate voting for individuals with special needs. Although the ministry issued a decree detailing the conditions to be met by voting centers in order to receive all voters, the union told Megaphone that most polling stations did not abide by the rules.
